You can either bypass this message by following the below steps to allow the users to have an ignore option when the message pops up.

Alternatively you will need to confirm with the users manager which option they would like to follow.

Check the group permissions → In the agents groups 

Look for a group called IC - Inventory (Receive stock)

• If you cannot find this group look for a similar group with inventory permissions.

Once you have found the correct agent group

Set correct permissions as show in the below screenshots:
